Terms don't state anything about the offer not being available to redeem at Starbucks stores inside Target, however it does state that the offer can be redeemed at "participating stores" so it looks like some stores may not honor it. Hope you find another store that does!

I looked it up online and many said the redemption period is now four days - you'll receive your reward two days before your birthday and it expires the day after.
